Government & PPP

One permanent company. Flexible project structures.

BlueHarbor Marine & Engineering Ltd is a permanent Ghanaian operating company with the capacity to originate, structure, coordinate, participate in and deliver marine, engineering, industrial, infrastructure and workforce-related projects.

For government, public-sector and public–private partnership engagements, the appropriate delivery structure will be determined by the nature, scale, funding model and institutional requirements of each project. This may include direct contracting, strategic partnerships, consortium arrangements, joint ventures, special purpose entities, programme-management structures or other approved project delivery models.

BlueHarbor remains the principal operating platform through which its technical capability, management systems, strategic partnerships, workforce capacity and project-development expertise are deployed.

Where a project-specific entity is appropriate, such a structure may be established to facilitate investment, governance, financing, risk allocation, implementation or participation by government and private-sector partners.

Government & PPP — frequently asked

How does BlueHarbor structure government and PPP projects?
The structure follows the project. Depending on nature, scale, funding model and institutional requirements, an engagement may be delivered through direct contracting, a strategic partnership, a consortium, a joint venture, a special purpose entity, a programme-management structure or another approved delivery model.
Is a special purpose entity always required?
No. A project-specific entity is one option among several. Where it is appropriate, such a structure may be established to facilitate investment, governance, financing, risk allocation, implementation or participation by government and private-sector partners.
What roles can BlueHarbor take on a public-sector project?
Project originator, developer, sponsor, technical partner, implementation partner, programme manager, contractor, consortium member, shareholder, workforce solutions provider or strategic coordinator. The precise role is defined under the relevant project agreement and institutional framework.
Which law governs BlueHarbor's PPP activity in Ghana?
Ghana's Public Private Partnership Act, 2020 (Act 1039) and applicable regulations, together with the procurement and approval processes each contracting authority applies.
