The global shortfall in skilled marine trades
Shipbuilding nations are short of welders, fitters and marine engineers, and the workforce that remains is ageing. What the published figures say, and what they imply for anyone sourcing technical labour.

There is a version of the skills-shortage conversation that is all adjectives — acute, chronic, unprecedented — and no numbers. It is worth resisting. The shortfall in skilled marine trades is measurable, it has been measured, and the measurements are more useful than the adjectives.
What the figures say
US shipbuilding faces a shortfall estimated at 200,000 to 250,000 workers over the next decade, across welding, fitting and related trades. That is the headline number, and it is worth pausing on its shape rather than only its size. It is a decade-long figure, not a single bad year. It is concentrated in trades, not in professions — welding and fitting, the hands-on disciplines that cannot be performed remotely, cannot be automated away at current maturity, and cannot be learned in a fortnight.
Alongside it sits a second figure that changes how the first should be read: approximately 27% of the shipbuilding workforce is aged 55 or over. Roughly one worker in four is within a decade of retirement.
Those two figures interact. A shortfall of 200,000 to 250,000 is not a static hole to be filled once. It is a hole being dug from both ends — new demand at one end, retirement at the other. Every year in which recruitment fails to exceed retirement, the gap widens rather than holds.
The pattern is not confined to the United States. The Korea Offshore and Shipbuilding Association reports shortfalls of qualified welders, marine engineers and outfitters in major shipbuilding nations. Korea is not a marginal case: it is one of the world's principal shipbuilding centres, with mature yards, established technical training and decades of accumulated capability. When a country of that standing reports that it cannot find qualified welders, marine engineers and outfitters, the shortage cannot be explained by any single national failure of training policy. It is structural, and it is international.
Why "qualified" is the operative word
Read the Korean report closely and one word does most of the work: qualified. The reported shortfall is of qualified welders, marine engineers and outfitters — not of people who describe themselves as welders.
This distinction is the whole problem in miniature. There is no global shortage of people willing to work in the marine trades. There is a shortage of people whose competence has been established to a standard a yard can rely on, in a form a yard can verify.
Those are different problems with different solutions. A shortage of willing people is solved by recruitment: reach further, advertise wider, pay more. A shortage of verified people is not solved by recruitment at all. Reaching further into an unassessed labour pool produces more applications, not more qualified welders. It produces, in fact, a specific and expensive failure mode: a candidate who arrives on site, is put on a test piece, fails it, and has to be sent home — with the travel, documentation, accommodation and lost programme time already spent.
That failure is not the candidate's fault. It is a failure of the process that put them on the aeroplane without first establishing whether they could do the work.
The ageing figure is the one to plan around
Of the two headline figures, the 27% aged 55 or over is the more strategically important, because it is the more predictable. Demand forecasts move with order books, government programmes and economic cycles. Demographics do not move. A worker who is 57 today will be 67 in ten years, and nothing in the order book changes that.
Two consequences follow.
The first is that the loss is not only of hands but of judgement. A welder with thirty years in a yard carries knowledge that is not written in any procedure: how a particular material behaves in a particular joint configuration, what a bad root looks like before it is cut open, when a set of conditions warrants stopping. That knowledge transfers by proximity and time. It cannot be transferred by a training module, and it cannot be transferred at all if the experienced worker has already left before the new one arrives.
The second is that the window is finite. A pipeline of newly certified tradespeople started today can still overlap with the outgoing cohort. A pipeline started in eight years cannot. The value of building assessed, certified capacity now is not simply that the workers exist — it is that they exist while there is still someone to learn from.
What this means for how workforce is sourced
If the shortage is a shortage of verified competence rather than of people, then the sourcing model has to change in a specific way: verification has to move upstream, ahead of mobilisation, and it has to be evidenced in a form the receiving yard can audit.
That means several things in practice.
Testing before travel, not after arrival. Practical assessment against a controlled weld procedure, performed in the country of origin, converts an unknown into a known before any mobilisation cost is committed. A yard receiving a certified worker should not be discovering their capability for the first time on its own test bay.
Evidence that survives scrutiny. A certificate is only as good as the record behind it: which procedure, which material and thickness, which process, who assessed, on what date, with what examination result, and what happened on any earlier attempt. A partner's quality function should be able to interrogate that record rather than take a claim on trust.
Continuity rather than transactions. A shortfall measured over a decade is not answered by a single placement round. It is answered by a pipeline: cohorts assessed, certified and mobilised in sequence, with capacity stated rather than implied, so a yard can plan against a known rate of supply instead of hoping the next round produces enough.
Responsibility that does not end at the airport. If the person placed is the answer to the shortage, then the organisation that placed them cannot treat mobilisation as the finish line. The competence claim continues to be owed after the worker is on site.
The honest summary
The published figures support three statements and no more. Shipbuilding in the United States faces a shortfall of 200,000 to 250,000 workers over the next decade in welding, fitting and related trades. Around 27% of that workforce is 55 or over. Major shipbuilding nations, Korea among them, report shortfalls of qualified welders, marine engineers and outfitters.
Everything else is inference. But the inference is not difficult. Demand is rising, the existing workforce is ageing out, and the constraint is not headcount but verified competence. The organisations that will be useful in that environment are the ones that can prove capability before mobilisation and stand behind it afterwards — not the ones that can merely find people.
