Ghana's technical talent has grown sixfold. Competency assurance has not.

Technical and vocational enrolment in Ghana rose from around 42,000 students in 2018 to more than 235,000 by 2024. A 2024–2025 study found only 24% of surveyed institutions delivering competency-based training. Both facts matter, and they point in opposite directions.

Two figures describe the state of technical skills in Ghana, and they are usually quoted separately. Quoted together, they tell a more useful story.

The first: technical and vocational enrolment in Ghana rose from approximately 42,000 students in 2018 to more than 235,000 by 2024, according to the Ghana Ministry of Education. That is an increase of more than five times in six years.

The second: a UNICEF Ghana study conducted with the Ghana TVET Service across the Ashanti Region in 2024–2025 found that only 24% of surveyed institutions were delivering competency-based training.

The first figure is a genuine national achievement. The second is the reason it has not yet translated into internationally deployable technical labour at scale.

What the enrolment figure represents

Moving from roughly 42,000 to more than 235,000 students in six years is not a marginal policy adjustment. It is a structural shift in how a generation of young Ghanaians enters working life. It required institutions, instructors, workshops, curricula and — above all — a change in how technical education is regarded relative to academic routes.

It also produced something that did not exist at the same scale before: a large domestic population of young people with formal technical instruction behind them, at exactly the moment when shipbuilding and marine nations elsewhere are reporting that they cannot find qualified welders, fitters and marine engineers.

That coincidence is the opportunity. Ghana has produced supply into a period of international shortage. But supply is not the same as deployable supply, and the second figure explains why.

What "competency-based" actually means

Competency-based training answers a different question from conventional instruction.

Conventional technical instruction answers: has this student completed the programme? Attendance, coursework, a written examination, a certificate. The output is a record of exposure to a subject.

Competency-based training answers: can this person perform this task, to this standard, under these conditions, repeatably? The output is a demonstrated capability against a defined benchmark. The student either performs the task to standard or does not.

For most academic subjects the difference is philosophical. For welding it is the entire subject. A weld is either sound or it is not. Non-destructive examination does not consult the attendance record. A candidate who has completed a welding programme and a candidate who can lay a sound root pass in a defined position on a defined material are not necessarily the same person, and the yard will discover which one it has received within an hour of arrival.

When 24% of surveyed institutions are delivering competency-based training, the corresponding implication is that for the substantial majority of surveyed institutions, a graduating certificate documents instruction received rather than capability demonstrated. That is not an accusation against those institutions — competency-based delivery requires equipment, consumables, assessor capacity and standards infrastructure that are genuinely expensive. It is simply a statement about what the certificate can be relied upon to mean.

The scope of the finding, stated honestly

The UNICEF Ghana study with the Ghana TVET Service surveyed institutions across the Ashanti Region in 2024–2025. It is a regional study, and it should be cited as one. It does not establish a national figure, and it should not be quoted as though it did.

What it does establish is that in one of Ghana's most populous and industrially significant regions, in the most recent period studied, competency-based delivery was the exception rather than the norm among the institutions surveyed. That is a serious finding on its own terms, and it is consistent with what any employer attempting to recruit trade-tested welders in the region encounters in practice: a large volume of certificated applicants, and a much smaller number who pass a controlled practical test.

The gap this creates, and who currently absorbs it

Between "certificated" and "certified to an international standard" sits a gap. Somebody has to close it, and the question is who.

If it is closed by the receiving yard, it is closed expensively and late. The worker is mobilised, tested on arrival, and either integrated or repatriated. Every failure carries the full cost of travel, documentation, accommodation, induction and lost programme time — and the yard concludes, reasonably, that the sourcing country is unreliable.

If it is closed by the worker, it is closed unjustly. This is the mechanism by which recruitment fees, training fees and assessment fees attach themselves to migrant technical labour: the worker is asked to purchase their own verification, often without any assurance that placement follows. It is the single most common form of exploitation in international workforce mobilisation, and it is why the position that no worker is charged any fee, deposit or deduction at any stage is not a courtesy but a structural commitment.

If it is closed in-country, before mobilisation, by an organisation that carries the cost and the accountability, it is closed at the only point where it is cheap to close. A candidate who cannot yet meet the standard learns that in Ghana, at no cost to themselves, with the option of further training — rather than in a foreign yard, three thousand miles from home, at somebody's considerable expense.

What closing it requires

Competency assurance is not a document exercise. In practice it requires:

A defined standard, externally recognised. Not an internal grading scheme. An international standard — for welder qualification, BS EN ISO 9606-1:2017 — so that the result means the same thing to a yard in another country as it does to the assessor in Tema.

A controlled procedure. Material grade, thickness, process, consumable, position and examination method fixed in advance by an approved weld procedure specification, so that every candidate is measured against the same requirement and no assessor can adjust the requirement to suit the result.

Independent examination. Visual assessment alone is insufficient for the defects that matter. Non-destructive examination is what separates a weld that looks acceptable from a weld that is acceptable.

A record that survives audit. Which procedure, which test piece, which assessor, on what date, with what result, and what happened on any previous attempt — retained and reviewable by the receiving partner's own quality function.

No cost to the candidate. Verification that the candidate pays for is verification that selects for wealth rather than skill.

The conclusion the two figures support

Ghana has done the difficult part. Building technical enrolment from approximately 42,000 to more than 235,000 in six years is the work of institutions, policy and a generation of students who chose a technical route. That base cannot be created quickly and Ghana now has it.

What the 2024–2025 regional finding indicates is that the assurance layer sitting on top of that base has not scaled at the same rate. That is a narrower problem than the one Ghana has already solved, and a more tractable one. It does not require another sixfold expansion. It requires that the people already in the system be assessed against standards that international employers recognise, on procedures they can audit, at no cost to the person being assessed.

The talent is present. The assurance is what has to be built.
